That sure looks familiar! It could be Sri Lanka.
Aside from the usual mandatory seatbelts,licensed drivers only,etc. I'd recommend:
- only agency drivers drive agency vehicles being used during work hours or for official purposes,
- international visitors not be allowed to self drive,
- hire or lease three wheelers for local travel.
After Beirut and Damascus hwy this looks like a joy ride.
